Ireland Gambling Laws - How Does Ireland Regulate Gambling ...

Obviously this isn't set in England, but spiritually this piece is within my English Football series. The first six episodes covered Nottingham Forest's 21st century woes, the dickpic that consigned Notts County to the non-league, a reignited rivalry between Derby County and Leeds United, Stoke City's legendary shithouse era, the English Golden Generation of the 00s descending into farce, and Wimbledon FC's controversial relocation to Milton Keynes
This spin-off piece follows on from the main question raised by the Wimbledon FC/MK Dons saga. When does a club stop being a club? Is it the legal entity or something rather more intangible? These were questions posed with regards to one of the titans of Scottish football earlier this decade.
Background - The Establishment Club
Rangers FC has long cultivated an image as Scotland's 'establishment club', it isn't just a sports team, but an institution that embodies a particular way of living and worldview. Alongside other institutions like the Church of Scotland, the club is perceived as embodying traditional and small-C conservative Scottish values. Alongside Celtic (more on them in a bit) Rangers have dominated Scottish football since the league started. No club other than the two Glaswegian sides has won the league since 1985. Rangers have 54 league titles, Celtic have 51. The joint 3rd best sides (Aberdeen and the Edinburgh pair Hearts and Hibernian) have just four a piece. And yet as a legal entity the club ceased to exist in 2012. What happened? Does Rangers FC still exist?
It would be impossible to tell this tale without telling the tale of the Old Firm and the profound political, cultural, and religious divides involved. Glasgow's two largest clubs have a rivalry that defies comparison to anything in the rest of Scotland or in England. Essentially Rangers FC and its supporters represent Protestantism and British Unionism, while Celtic FC are considered to be aligned with Catholicism and Irish Nationalism. When the two sides meet, the Scottish saltire is rarely flown by supporters. Rangers supporters prefer the Union Jack or Ulster Banner, Celtic fans are likely to fly Irish tricolours. It is as if somebody took the socio-cultural conflict of Northern Ireland and transplanted it into a football ground.
Which is sort of what happened. Ultimately a big factor was migration to Glasgow in the early 20th century - Irish Catholics in Glasgow set up Celtic FC as their club, while Protestants from Northern Ireland (who are historically of largely Scottish extraction) who worked in the shipyards of the Clyde came to adopt Rangers which was located near the shipbuilding areas. Local Scots, being generally Protestant, inclined to support Rangers and many would have shared the religious and political feelings of the newcomers from Northern Ireland. This has meant that at matches both clubs have sections of support who chant about the Northern Irish conflict - some Rangers fans have a 'songbook' including the Loyalist anthem The Sash (which commemorates King William III, the Dutchman invited to become King of England and Scotland who defeated a Catholic army at the Boyne in 1690), while Celtic fans might sing in support of the Irish Republican Army. This involves by no means the majority of supporters, but it is important in setting the atmosphere at games.
Rangers FC had until the late 1980s an alleged policy of not signing any player known to be a Catholic. This led legendary Celtic manager Jock Stein to joke that if offered a Catholic or a Protestant to sign for Celtic, he would sign the Protestant in the knowledge that Rangers would never sign the Catholic. I cannot find evidence of any player ever transferring directly between Celtic and Rangers in the postwar era, with the low number of players who have turned out for both having had a 3rd club in between. Another example of the intensity is the way in which the clubs traditionally share shirt sponsors. This sounds innocuous, but the only way to sponsor one of the clubs without triggering a mass boycott by the other supporters was to simply sponsor both.
No other football rivalry in Britain has a dynamic like this (Liverpool and Everton did to a far lesser extent before about the 1960s, but sectarianism largely died out there decades ago), even in the days when hooliganism was a serious blight on English football it never quite reached the sort of scenes on display at the 1980 Scottish Cup Final.
Which club is the 'biggest'? It is impossible to say. Rangers have had more League titles, but Celtic being the first British club to win a European Cup in 1967 is a fairly potent trump card. What is without a doubt is that they are the two best supported Scottish clubs and their rivalry is possibly like no other.
Chasing the Rainbow
Avid readers of this series will notice a theme. The 1990s were a boom time for football and everyone involved in the sport. TV revenue started to really take off, as did the prizes for winning European competitions. Many clubs sought to capitalise on the windfall and Rangers were no exception.
Their chairman, Sir David Murray, had become one of Scotland's weathiest businessmen by leveraging debts against future revenue. He spent big on Rangers in the hope that they would win a major European trophy and repay his investment. Top players like Paul Gascoigne came to Rangers where before it was fairly rare for big name players from other leagues to move to Scotland. Domestically his investments paid off, from 1989-97 Rangers won nine League titles in a row, equalling the record set by Jock Stein's great Celtic side between 1966-74.
Unfortunately this did not translate to the windfall a Champion's League win would have given. While Murray was bankrolling Rangers, other clubs around Europe were likewise chasing the new massive financial prizes. Rangers came close to getting past the group stage of the new Champion's League format in 1992-93, but no Scottish club would enter a Champion's League knockout round until Rangers do so in 2005-06.
The debts mounted and Murray sought ways to manage the debts and hedge them against future revenue anticipated from TV fees and European prize money. He allowed the Bank of Scotland to buy a stake in the club with a mortgage allowing them to recover their losses in the event of the club defaulting on its repayments. Nothing to worry about, surely? David Murray had become a wildly successful businessman by effectively managing credit lines and debt against future income to fund expansion.
But a far bigger problem was just three small letters.
EBT
Put simply, Employee Benefit Trusts are a way of not paying tax, it was legal in some cases at the time but is generally illegal now.
Murray sought, from 2000, to pay his players through EBTs. This meant that they would be able to offer high net wages to players while cutting tax costs. In Britain most employees have all their tax payments deducted by the employer, so schemes like this and ones where employees are paid in dividends are a way of essentially not paying tax.
By 2010 HMRC had begun to investigate the case, concluding that Rangers may have evaded £49m in taxes, a vast amount for a club already overleveraged in debt in a league not known for being particularly wealthy.
By about 2008 Murray had had enough of Rangers and was looking to sell up. He had gambled and lost huge amounts of money on the club, which was now saddled with huge amounts of debt. The prospect of paying £49m to HMRC if the courts ruled against Rangers deterred any serious buyer and it took some years for a buyer to emerge. Another serious issue was the sheer amount of debt Rangers had to Lloyds (who had taken over the Bank of Scotland), with fans in 2009 threatening a boycott of the banking chain if the bank called in its debts.
Would a buyer emerge and save Rangers from this predicament?
Well, a buyer would emerge in 2011. Not the other bit, sadly.
Enter Craig Whyte
Craig Whyte had once been Scotland's youngest millionaire as a venture capitalist. He bought the club for £1 from Murray but desperately needed to leverage some funds to settle the Lloyds debt, so he borrowed a cool £26.7m against future season ticket sales. This on the face of it should have set alarm bells, even the biggest clubs don't make huge amounts of money on matchday tickets in relation to their massive costs.
Whyte also indulged in a bit of tax fiddling. But rather than setting up an avoidance mechanism and letting the lawyers fight it out, he just stopped sending Her Majesty's Revenue and Customs the income tax payments for the club players and staff. Definitely not the sophistication of Murray.
Matters only got worse. In early 2012 BBC Scotland aired a BAFTA-winning documentary about Whyte and Rangers, which revealed that Whyte had been once banned from working as a company director for seven years. The Scottish Football Association agreed, Whyte was not a 'Fit and Proper' person to own a football club.
At about this time Rangers entered administration. When this happens in Britain, the company's creditors can agree to a 'Company Voluntary Arrangement' (CVA) which essentially means agreeing a plan for the company to continue operating while in administration so the creditors can recover their debts. HMRC, with the outstanding £49m tax case from Murray's era plus the money owed by Whyte's outright failure to pay tax, voted against allowing this to happen.
In the absence of a CVA and agreement with creditors, this meant that Rangers FC as a company ceased to exist in June 2012, with all assets transferred to 'Sevco Scotland Ltd'.
Could this have been avoided? In the end, the £49m owed to HMRC which proved such a millstone has been substantially reduced and the cases around it are still ongoing. But ultimately, Rangers had vast amounts of debt not just to HMRC.
For his part Whyte would be bankrupted by his loan to buy the club and would be faced with a far longer ban on acting as a company director.
Sevco FC?
Sevco inherited everything Rangers had. The players had an opportunity to transfer their employment to Sevco, which also gained Ibrox Stadium and Ranger's membership of the Scottish Premier League.
For the club owned by Sevco to be able to play in the SPL next season, 2/3rds of members had to vote in favour. Clubs such as Aberdeen, Dundee United, and Hearts bowed to fan feeling that Rangers could not continue where they left off. In the end, no club voted in favour of Rangers remaning in the SPL with only Kilmarnock abstaining. This event would generate a huge amount of bad feeling and bitterness from Rangers fans who felt that supporters of other clubs were content to throw them under a bus for reasons not of their making. There was definitely a sense of schadenfreude from supporters of other clubs, watching Scotland's 'Establishment Club' go to the wall.
Could Rangers join the Scottish First Division and gain promotion to the Premier League? First Division clubs didn't want to face the consequences of a Premier League problem, so they also rejected it.
In the end, the Scottish Football League allowed Rangers FC to rejoin the league in the Third Division, a largely semi-professional league three divisions below the Premier League. Their first competitive game was a Challenge Cup (competition for the two lower leagues in the Scottish Football League) tie against Brechin City, who represent a sleepy town of just 7,000.
Clawing their way back up
Most of Ranger's players had refused their statutory right to transfer employment to the new company. Nonetheless, the 2012-13 season started well with their first home league game setting a world record for the best attended fourth division match in history as over 49,000 attended Rangers vs East Stirlingshire. A strong league performance saw Rangers confirm promotion into the 3rd tier by the end of March.
2013-14 saw another promotion as Rangers had an unbeaten season in League One (the leagues were renamed at about this time) to secure promotion to the Championship, the first league which would be wholly filled with professional clubs after the mix of professional and semi-professional that plies their trade in Scotland's lower leagues.
Rangers didn't make it three back-to-back promotions as they lost a promotion play-off final 6-1 to Motherwell, one of Scotland's more successful non-Old Firm clubs who had suffered a stint in the 2nd tier.
During this season they met Celtic in the cup. Some Celtic fans placed an advert in a newspaper claiming that the 'Old Firm' was over and while they had enjoyed a rivalry with Rangers FC they did not recognise the new club as the same entity. This caused some controversy, not just with Rangers fans, but with Celtic fans who were indeed looking forward to the first Old Firm in some time. The accusation that Rangers were 'Zombies' or 'Sevco FC' would become a common one from Celtic supporters at games and remains as such.
Rangers won the 2016-15 Scottish Championship to secure promotion, while also beating Celtic in a Scottish Cup semi-final. But, the 'Gruesome Twosome' of Scottish football would once again grace the top flight together.
Same as before?
Celtic had done very well out of the previous few years. They had won a succession of League titles at a canter with the accompanying European qualification giving them financial muscle the other clubs couldn't compete with. Rangers finished a respectable 3rd, but Celtic once again dominated the league.
After an embarrassing elimination out of the Europa League at the hands of a semi-professional side from Luxembourg, Rangers didn't improve on their 3rd place and Celtic won again. It wasn't until 2018-19 that Rangers finished 2nd.
With Celtic winning again.
Could Celtic's domination be broken before they won 10 titles in a row and broke the record jointly held by 1960s-70s Celtic and 1990s Rangers? Perhaps not yet.
2019-20 started well, Rangers had a fantastic run in the Europa League under Steven Gerrard and beat Celtic at their ground for the first time since 2010. COVID put paid to an increasingly close title race with Celtic awarded the title based on Points Per Game with the season abandoned.
This season has very much been Ranger's season though. At the time of writing they seem, barring a miracle/disaster, overwhemingly likely to win the League this year and deny Celtic the coveted ten in a year.
Postscript
Is the Rangers FC of today the same club as that pre-2012? Displays from Celtic fans would say not, and as a legal entity it certainly isn't the same. But UEFA allows for 'sporting continuity' for a club in terms of identity and honours even if the holding company or corporate structure changes. This suggests something that many football supporters would agree with - a club is as much as community asset as it is a company or business and the stories we have looked at explore the issues when the business and the community collide.

The Italian Nobility, La Cosa Nostra and the German and Austrian Nobles, run the Jewish Mafia. Royalty and nobles have massive amounts of wealth in private bank accounts in Switzerland. They use the Nazi-founded Bank for International Settlements to steal wealth from central banks through fraudulent tax contracts and then launder and hide the wealth in private bank accounts in Switzerland. The main Italian lineages still active include the Massimo, Colonna, Pallavicini, Torlonia, Aldobrandini, Ruspoli, Orsini, Gaetani-D'Aragona, Borbón-Parma, Odescalchi, Borghese, Adragni, Chigi, Medici, Borromeo, Doria-Pamphilj, Sacchetti, Savoy, Grimaldi and Bourbon. These bloodlines oversee the various specters of society. These families are all enemies of humanity and have conspired to enslave the world for centuries. They authorize and create corporations and billionaires, run religions, states, secret societies, the mafia, and organized crime syndicates. Royal families in Europe are mainly divided into two factions, and this dates back to the Guelph merchants and Ghibelline landowners. All other groups like Bilderberg, CFR, and the Trilateral Commission are lower-level organizations. All roads lead to Rome, which is the basis of its control system. The European Constitutional Monarchies are branches of the corporate empire of Rome. Constitutional Monarchies are ruled by blood-appointed heads of state and serve Rome through the Sovereign Military Order of Malta. The Pope claims temporary or physical ownership of the Earth. The Pope claims to be infallible of error. The Pope claims ownership over all souls through the papal doctrine of "Papal Supremacy." The Pope is a leader for the Black Nobility of Italy.
The Jesuits are a military priesthood officially established by Pope Paul III A.K. to Alessandro Farnese of the Farnese family. The Jesuits were officially established under the Papal Bull called Regimini Militantis Ecclesiae, which means Military Regiment of the Church as the continuation of the Templars. The Black Nobles are the true owners and controllers of the Vatican and maintain their control throughout the centuries by installing their relatives as high-level popes and bishops. At present the Torlonia and Colonna families who have the hereditary positions of Prince Assistants to the Papal Throne are those who supervise the pope. In turn Pope Francis supervises all members of the Catholic Church and also supervises the various secret societies that are connected with the Church.
The Jesuits are also a Masonic order and were the continuation of the Templar orders when they were banned. The Roman Catholic Church mocks Christians by performing rituals where they pretend to drink blood and eat human flesh known as the Eucharist, also called Holy Sacrifice. The New Testament did not exist until about 1600 and the Old Testament is even more recent than the new. It was the Vatican and European monarchs who created both the New and the Old Testaments. The last official version of the bible was published in 1777.

The Vatican uses Latin as an official language and for documents. America is named after the Italian Americo Vespucci who worked for the Medici family of Florence and Rome. Vespucci created the term New World for America. The Bank of America was originally called the Bank of Italy and was founded by Amadeo Giannini, who was financed by Italians. Nations were formed as companies or corporations to exploit their citizens as merchandise. Corporations are fraudulent constructions because they are considered a person with rights under the law, and because the owners and controllers of the corporations can disregard responsibility for crimes committed by the corporation. That is fraudulent. Corporations are not people and therefore cannot have rights. Corporations are also monopolies that use subsidiaries to hide their dominance over industry. Private companies cannot compete fairly with corporations. Citizens are also classified as legal persons (companies), robbing them of all their human rights. Corporations shouldn't exist.
Royalty and nobles issue charters establishing representative covert property agents controlled by corporate households or crowns of royalty and nobles. They claim to own foreign governments in this way. Royalty and nobles claim to own the United States as a continuation of the Virginia Company. Lost in the Sauce: DHS hides intelligence that reveals Trump using Russia's playbook, again

Trump’s playbook is Russia’s playbook

The Department of Homeland Security (DHS) in July withheld an intelligence bulletin warning of a Russian plot to spread misinformation regarding Joe Biden's mental health. The bulletin, titled “Russia Likely to Denigrate Health of U.S. Candidates to Influence 2020 Election,” was blocked by the office of acting DHS Secretary Chad Wolf on July 9.

The bulletin states that analysts had “high confidence” in their conclusion. However, a DHS spokesperson tried to defend the “delay” in issuing the document by saying it did not meet the agency’s standards. This is curious because just a week later, on July 16, DHS circulated a bulletin on anarchists in Portland that officers admitted they had “low confidence” in. Why was the Russia memo held back but the Portland one released?
Trump has been pushing the same line of attack against Biden for months - yet another instance of Russia and Trump operating from the same playbook. For instance, in March Trump said there was “something going on” with Biden; in June Trump ran selectively edited ads asserting that Biden is “unfit to serve as Commander in Chief”; last month Trump ran a digital ad portraying Biden as perpetually confused and mentally unstable. Most recently, Trump said questions about his own health are only in the news because “they want to try and get me to be on Biden's physical level."

DHS is just the latest agency in the Trump administration to erode election security, following actions by the Justice Department and the Office of the Director of National Intelligence (ODNI) last month. DNI John Ratcliffe announced he was ending in-person congressional briefings on election security ahead of November and AG Bill Barr removed a leading career official at the Justice Department’s national security division, replacing him with an inexperienced political appointee.
The ODNI’s decision to halt congressional election briefs may have been influenced by top White House officials. National Security Adviser Robert O’Brien and Chief of Staff Mark Meadows, among others, have repeatedly discussed in meetings with staff and with Trump “how to restrict and control the flow of information on such sensitive topics to Capitol Hill.”

One White House official told The Daily Beast that Meadows has for months been wary of the type of briefings on Capitol Hill that Democratic sources can potentially use to try to make Trump look bad through surreptitious leaks to media outlets.

Meanwhile, interim Chair of the Senate Intelligence Committee Marco Rubio (R-FL) said last week that his committee will be granted an exception to the ODNI’s new policy and continue to receive in-person briefings from top U.S. intelligence officials about election-security issues. This essentially means that only Democrat-led committees have been cut out of the process ensuring election security.
House Democrats wrote to Ratcliffe insinuating if his office does not provide the previously scheduled briefings this month they will issue subpoenas and/or defund the ODNI in the appropriations bill due by the end of the month. Read the letter here.
In addition to attacks on Biden’s health, DHS has determined that Russia is seeking to “amplify” concerns over the integrity of U.S. elections by promoting allegations that mail-in voting will lead to widespread fraud. Intelligence analysts say this strategy has been underway since at least March, coinciding with Trump’s own assaults on mail-in voting.

For instance, in March Trump said if he agreed to funding vote-by-mail expansions in the first coronavirus stimulus bill, the U.S. would see “levels of voting that, if you ever agreed to it, you’d never have a Republican elected in this country again” (clip). Fact check: Neither party has historically benefited. On April 7, at the White House press briefing, Trump claimed: "Mail ballots are a very dangerous thing for this country, because they're cheaters… They're fraudulent in many cases" (clip). Fact check: There is no evidence that mail ballots are dangerous or fraudulent.

At a White House press briefing on Friday, Trump denied there is any proof that Russia poisoned opposition leader Alexei Navalny. Instead of backing the German government's analysis of Nalvany's illness, Trump then redirected the criticism from Russia to China (clip).

"I don't know exactly what happened. I think it's tragic. It's terrible; it shouldn't happen. We haven't had any proof yet, but I will take a look. It is interesting that everybody is always mentioning Russia - and I don't mind you mentioning Russia - but I think probably China, at this point, is a nation that you should be talking about much more so than Russia. Because the things that China's doing are far worse.”

Trump then went on to say he’s “taken stronger action against Russia than any other country in the world,” but added “I do get along with President Putin” (clip).

RELATED: Leaked notes obtained by the Telegraph say that when Theresa May asked for Trump to take a strong stand after Russia poisoned Sergei Skripal, Trump replied “I’d rather follow than lead.” He pushed May to “put together a coalition” first.

The Trump administration plans to deport a Russian national living in America, a move experts say is in response to a politically motivated request by Russia. Gregory Duralev was persecuted by the Russian state for exposing corruption. He fled to America and applied for asylum in 2015. While waiting for a decision on his application, he was arrested by ICE and jailed for nearly 18 months. His case is now in court.

“DHS has acted no better than the Russian authorities,” Duralev said. “They simply fabricated charges against me for violations I never committed — and if DHS can trump up charges against immigrants with impunity, nobody can guarantee they won’t start doing it” to regular Americans. “So that’s the main message I now hope to send.”

Former FBI agent Peter Strzok has a book coming out called “Compromised.” In it, he alleges that FBI investigators came to believe it was “conceivable, if unlikely” that Russia was secretly controlling President Trump after he took office:

“We certainly had evidence that this was the case: that Trump, while gleefully wreaking havoc on America’s political institutions and norms, was pulling his punches when it came to our historic adversary, Russia,” Strzok writes. “Given what we knew or had cause to suspect about Trump’s compromising behavior in the weeks, months, and years leading up to the election, moreover, it also seemed conceivable, if unlikely, that Moscow had indeed pulled off the most stunning intelligence achievement in human history: secretly controlling the president of the United States — a Manchurian candidate elected.”

He now says he doesn’t believe that Trump is literally a Russian spy: “I don’t think that Trump, when he meets with Putin, receives a task list for the next quarter,” Strzok said, referencing the Russian president, Vladimir Putin. “But I do think the president is compromised, that he is unable to put the interests of our nation first, that he acts from hidden motives, because there is leverage over him, held specifically by the Russians but potentially others as well.”
In an interview with Politico, Strzok confirms that he and then-deputy FBI Director Andrew McCabe, opened a counterintelligence case on the president, but that it likely was never pursued. Two weeks ago, NYT reported that Rosenstein secretly closed it.
As if there weren’t enough political books coming out this summefall, Michael Cohen is releasing his, called “Disloyal: A Memoir.” The following a couple of quick takeaways:
Cohen says that he, Trump, Aras Agalarov, Emin Agalarov, and others, watched a strip show in Las Vegas where one performer simulated peeing on another performer, who pretended to drink it. Trump reportedly reacted with “delight.” Aras Agalarov, a Russian real estate mogul, is a trusted associate of Putin and reportedly served as a liaison between Trump and the Russian president during Trump’s trip to Moscow.
WaPo:

On Russia, Cohen writes that the cause behind Trump’s admiration of Russian President Vladimir Putin is simpler than many of his critics assume. Above all, he writes, Trump loves money — and he wrongly identified Putin as “the richest man in the world by a multiple.” Trump loved Putin, Cohen wrote, because the Russian leader had the ability “to take over an entire nation and run it like it was his personal company — like the Trump Organization, in fact.”
...According to Cohen, Trump’s sycophantic praise of the Russian leader during the 2016 campaign began as a way to suck up and ensure access to the oligarch’s money after he lost the election. But he claims Trump came to understand that Putin’s hatred of Democratic nominee Hillary Clinton, dating to her support for the 2011 protest movement in Russia, could also help Trump amass more power in the United States.

USPS & mail voting

According to a Washington Post report yesterday, Postmaster Louis DeJoy engaged in campaign money laundering, also called a straw-donor scheme, at his former logistics business. Five of his former employees told WaPo that they were “urged” to donate to politicians in North Carolina and would be paid back through bonuses from DeJoy. Such a plan would allow DeJoy to illegally circumvent campaign donation limits.

“Louis was a national fundraiser for the Republican Party. He asked employees for money. We gave him the money, and then he reciprocated by giving us big bonuses,” said David Young, DeJoy’s longtime director of human resources, who had access to payroll records at New Breed from the late 1990s to 2013 and is now retired.
“He would ask employees to make contributions at the same time that he would say, ‘I’ll get it back to you down the road,’ ” said [another] former employee.
...A Washington Post analysis of federal and state campaign finance records found a pattern of extensive donations by New Breed employees to Republican candidates, with the same amount often given by multiple people on the same day. Between 2000 and 2014, 124 individuals who worked for the company together gave more than $1 million to federal and state GOP candidates. Many had not previously made political donations, and have not made any since leaving the company, public records show.

More than one million mail-in ballots were sent late to voters during the 2020 primary elections, an audit by the USPS IG’s office determined. Most of the ballots were late, the USPS says, because local election boards sent the ballots to voters at the last minute. Official press release.

[The audit] found the problems during primaries had been most pronounced in Kentucky and New York, where a combined 628,000 ballots were sent out late. In 17 states, the audit found, more than 589,000 ballots were sent from election boards to voters after the state’s ballot mailing deadline. In 11 states, more than 44,000 ballots were sent from election boards to voters the day of or the day before the state’s primary election.
One particularly troubling situation, auditors found, unfolded in Pennsylvania, where 500 ballots were sent to voters the day after the election.

Furthermore, only 13% of the ballots were mailed with the recommended bar code tracking technology.
Florida Rep. Debbie Wasserman Schultz (D) was blocked from attending two scheduled tours of USPS facilities last week. Local Postal Service officials informed her and union leaders waiting to accompany her into the building that national USPS leadership had directed them to bar the group from the building. A Postal Service spokeswoman said they simply needed more notice for a tour.
Many states, including important battleground states, are not legally permitted to process mail-in/absentee ballots until Election Day, leading to concern that results will be delayed by days or weeks. For instance, in Pennsylvania, Wisconsin, and Michigan election officials cannot even begin processing ballots until Election Day. Processing involves opening envelopes, flattening ballots to run through the scanning machine, and prepping for the scanning.

"When voters have to wait so long for results, it erodes trust in the process and leaves room for partisan bad actors to dispute the will of the people," said Amber McReynolds, CEO of the National Vote at Home Institute, a nonprofit organization.

AG Bill Barr made three stunning false claims about mail voting during an interview with Wolf Blitzer last week. First, Barr wouldn’t even acknowledge that voting twice is a crime - because just hours earlier, Trump encouraged his North Carolina supporters to vote twice to “test” the state’s mail-in voting system (clip).

BLITZER: It sounds like he’s encouraging people to break the law and try to vote twice.
BARR: It seems to me what he’s saying is, he’s trying to make the point that the ability to monitor this system is not good. And it was so good, if you tried to vote a second time you would be caught if you voted in person.
BLITZER: That would be illegal if they did that. If somebody mailed in a ballot and then actually showed up to vote in person, that would be illegal.
BARR: "I don't know what the law in the particular state says.”
BLITZER: You can’t vote twice.
BARR: "I don't know what the law in the particular state says.”

Then, Barr tried to assert that foreign countries could fake ballots, but when challenged he admitted he had no evidence (clip).

BLITZER: You’ve said you were worried that a foreign country could send thousands of fake ballots, thousands of fake ballots to people that it might be impossible to detect. What are you basing that on?
BARR: I’m basing — as I’ve said repeatedly, I’m basing that on logic.
BLITZER: Pardon?
BARR: Logic.

Finally, Barr cited a supposed incident of mail-in voting fraud in Texas. Too bad it doesn’t exist.

The payroll

Charles Rettig, the Trump-appointed IRS Commissioner who has refused to release President Trump’s tax returns, has made hundreds of thousands of dollars renting out Trump properties while in office. Rettig makes $100,000 - $200,000 a year from two units at Trump International Waikiki. When first nominated, Rettig failed to disclose his financial ties to Trump Waikiki. When questioned by Congress, he did not directly answer concerns about the properties.

CREW: With Trump’s name removed from some buildings as it began to hurt property values, we can only imagine how toxic it would become if a bombshell in his tax returns were released. Which means the IRS Commissioner has a vested interest in the success of the Trump brand—and of preventing anything that could damage it.

Voice of America staffers say Trump appointee Michael Pack is threatening to wash away legal protections intended to insulate their news reports from political meddling. Since arriving, Pack has fired the network's leaders, pushed out agency executives, refused to approve allotted budgets, and refused to renew visas for foreign employees.

Pack suggested the staff he fired and foreign journalists he essentially kicked out may have been foreign spies, without offering any evidence to support his claim. A group of 14 senior VOA journalists are openly disputing his explanation:

“Mr. Pack has made a thin excuse that his actions are meant to protect national security, but just as was the case with the McCarthy ‘Red Scare,’ which targeted VOA and other government organizations in the mid-1950s, there has not been a single demonstrable case of any individual working for VOA — as the USAGM CEO puts it — ‘posing as a spy,’ ” they wrote.

The White House is searching for a replacement for Federal Trade Commission Chair Joe Simons, a Republican who has publicly resisted President Donald Trump’s efforts to crack down on social media companies. Simons, a veteran antitrust lawyer, cannot legally be removed by the president except in cases of gross negligence. But the White House has already interviewed at least one candidate for the post.

Richard Grenell, formerly the highest-ranking out gay official in the Trump administration, has joined a law firm founded by Pat Robertson that has a history of opposing LGBTQ+ rights. Grenell also recently joined the Republican National Committee to do outreach to LGBTQ+ voters.
The Trump administration has quietly named a new acting State Department inspector general. Matthew Klimow, the U.S. ambassador to Turkmenistan since mid-2019, is the third acting IG since Trump and Pompeo ousted Senate-confirmed IG Steve Linick in May.
Mick Mulvaney, Trump’s current special envoy to Northern Ireland, former Chief of Staff, and former acting head of the Consumer Financial Protection Bureau, is starting a hedge fund focused on financial services regulation. Ethics experts say Mulvaney explicitly using his knowledge of CFPB to place bets for and against companies gives him an unfair and perhaps illegal advantage.

Barr ordered another round of changes to FISA rules, tightening the use of government surveillance on political candidates or their staffers — a move conservatives will likely cheer, as they have long criticized how the FBI investigated the Trump campaign in 2016.

Before conducting physical searches or wiretaps of a federal election official, members of the official's staff, candidates for federal office, or their staff or advisers, the FBI must now consider giving them a "defensive briefing," to tell them that they could be the target of foreign influence.

21. Lawyers, Guns and Money - Warren Zevon

Next one up - Lawyers, Guns and Money is a song by Warren Zevon, the closing track on his album Excitable Boy, released in 1978. An edited version of this song was distributed as a single and found itself on the A Quiet Normal Life best of compilation on the CD and LP. The song goes like this - “I went home with a waitress the way I always do, how was I to know she was with the russians, too? I was gambling in Havana, I took a little risk Send lawyers, guns, and money Dad, get me out of this, hiyah!”

20. The Lottery Song - Harry Nilsson

According to the man in the 1972 pop-rock song The Lottery Song by Harry Nilsson, there's more than one way to get to Vegas. Addressing his lover, the narrator mentions a few different options for buying a ticket and going to Sin City – “We could win the lottery we could go to Vegas,” and “We could wait till summer, we could save our money” as well as “We could make a record, sell a lot of copies, we could play Las Vegas.”

19. Casino Queen - Wilco

Now here’s one black-humoured gambling-themed song, released in 1995 and titled after a casino. Featuring a dirty electric guitar, Casino Queen was composed by an American songwriter, Jeff Tweedy, who wrote this song after playing a game in a riverboat casino accompanied by his dad. Inspired by the event, the author wrote: “Casino Queen my lord you're mean, I've been gambling like a fiend on your tables so green.”

18. Have a Lucky Day - Morphine

Another song on our list that you simply must check out starts like this: “I feel lucky, I just feel that way, I'm on a bus to Atlantic City later on today. Now I'm sitting at a blackjack table and swear to God the dealer has a tag says, "Mabel." Hit me, hit me! I smile at Mabel, soon they're bringing complimentary drinks to the table.” Check it out yourself - it’s called Have a Lucky Day by Morphine.

17. Kentucky Gambler - Merle Haggard

Written by Dolly Parton and released in 1974, Merle Haggard’s Kentucky Gambler is another song on our ultimate gambling playlist that you should pay attention to. It’s about a miner from Kentucky who leaves his family to gamble, under the bright lights of Reno. Unsurprisingly, his winning streak comes to an end, and he loses all his winnings. All broke, he decided to return back home only when he arrived, he found out his wife was involved with someone else.

16. The Jack - AC/DC

The next song on our list will give you some adrenaline boost, for sure. It goes like this - “She gave me the queen, she gave me the king, she was wheelin' and dealin', just doin' her thing, she was holdin' a pair, but I had to try…” Sounds familiar? This song from the 1975s is called The Jack and is played by AC/DC and there’s no way you can skip it.

15. Blackjack - Ray Charles

Moving on to something a bit different - a melody that blackjack lovers can listen to as they play is Ray Charles’ Blackjack. Apart from being a good quality song from 1955, it carries an important message with an emphasis on how brutal the game of blackjack can be. Some sources say that Ray Charles wrote it after beating T-Bone Walker at a blackjack game session.
Yet another Ray Charles’ famous song about gambling is called a Losing Hand.

14. Ooh Las Vegas - Gram Parson

“Ooh, Las Vegas, ain't no place for a poor boy like me”... is a song-into for Ooh Las Vegas which was written by Gram Parsons and Ric Grech. It was first released by Gram Parsons with Emmylou Harris in 1974. Playing this song would be perfect for the beginning of the road trip (i.e. to Las Vegas), especially if you have the energy to sing along.

13. The Stranger - Leonard Cohen

Published in 1968 and performed by Leonard Cohen, The Stranger appears in the The Ernie Game movie about a man released from a mental asylum. More appropriately, it is the perfect opening song in the 1971 Western McCabe & Mrs Miller, in which Warren Beatty plays a gambler. As you listen to this song (without watching the movie), it makes you see fascinating images of card games, smoky dreams, and concepts of risk versus safety.

12. Desperado - Eagles

Written by Glen Frey and Don Henley, Desperado song is one of The Eagles’ greatest hits from their 1973 album of the same name. The song features a classic tune while the ballad tells the story of a lone wolf imprisoned by his loneliness. As for the lyrics, they have loads of card references mentioning the queen of diamonds, the queen of hearts, and so on.

11. Huck's Tune - Bob Dylan

The next song on our list is about the risks of poker, money, and relationships, which are precisely what the movie Lucky You is all about. Does it ring a bell? That’s right, this 2007 song is called Huck’s Tune and is performed by Bob Dylan. Each of us can all relate to lines "You push it all in, and you've no chance to win, you play 'em on down to the end." Play the song and you’ll enjoy more than 4 amazing minutes of Bob Dylan.
Likewise, Bob Dylan recorded Rambling, Gambling Willie and Lily, Rosemary and the Jack of Hearts, both excellent and both inspired by gambling.

10. Four Little Diamonds - Electric Light Orchestra

A song by the British rock band Electric Light Orchestra Four Little Diamonds was released in 1983 and found itself on the album Secret Messages. The single wasn’t so popular in the US, being only 2 weeks on the Billboard Hot 100 chart, at number 86, and number 84 in the UK. This song refers to the singer’s cheating lover who tricked him out of a ring which had 'four little diamonds' on it.

9. You Can't Beat The House - Mark Knopfler

Moving on to our next choice for the day, You Can’t Beat the House. It’s the third song on the Get Lucky studio album released in 2009 by British singer-songwriter and guitarist Mark Knopfler. The album and the songs received favorable reviews with the album reaching the top three positions on album charts in Denmark, Germany, Italy, the Netherlands, Norway, and Poland. The singer’s divine voice combined with beautiful music and lyrics goes like this – “You can't bear the house, you can't bear the house, tell the man somebody, you can't beat the house.”

8. Deck of Cards - Don Williams

Deck of Cards is a recitation song that tells the story of a soldier who gets caught while playing cards in church and then faces a sentence from a superior officer. The soldier defends his case, explaining he wasn't about to deal a hand of poker, but was rather confirming his faith with the cards. Performed by T. Texas Tyler, the song managed to become a major hit in the 1940s and 1950s. Also, Wink Martindale had an even bigger hit with his 1959 cover, with a successful version by Don Williams featuring Tex Ritter and Buddy Cole.

7. Gambler’s Blues - B.B. King

First recording of the song Gambler’s Blues by B.B. King was in 1966, and it was released in 1967. The song appears on the album Back in the Alley (1970). Some say gambling and blues go hand in hand, so if you (gambling fans) haven’t heard it, listen and see for yourself.

6. Tumbling Dice - Rolling Stones

One of our favourite songs on the list is Tumbling Dice, written by Mick Jagger and Keith Richards. It tells the story of a gambler who can’t remain faithful to any woman. Being released in the 1970s and featuring a blues boogie-woogie rhythm, the song was and still is one of the greatest singles of all time.
Rolling Stones also recorded Casino Boogie, and it’s from their 1972 album, Exile on Main St.

5. Luck Be A Lady - Frank Sinatra

The next song on our list is about a gambler who hopes that he will win a bet, the outcome of which will decide whether he is able to save his relationship with the girl of his dreams. You probably know what song we’re talking about; it’s called Luck be a Lady released in 1965 and performed by one of the most popular musical artists - Frank Sinatra.

4. Deal - Grateful Dead

Next one up is the song Deal. It was first performed by the Grateful Dead in 1971, as a regular part of the repertoire through their 1970's tour. Although being less common to the fans during the 1990s, the band continued to perform it. The singer opens with the message: “Since it cost a lot to win and even more to lose you and me bound to spend some time wondering what to choose,” that later kicks off with a chorus: “Don't let your deal go down...”
Loser is another song first performed by the Grateful Dead in 1971 as well, heavily played during 1971 and 1972.

3. Ace of Spades - Motörhead

Ok, the next song is loaded with some great gambling verses like "The pleasure is to play, makes no difference what you say, I don't share your greed, the only card I need is the Ace of Spades" will definitely set you in the right mood for hitting some winning combinations. Released in 1980, the song was inspired by slot machines that the lead singer Ian Fraser “Lemmy” Kilmister played in London pubs.

2. Viva Las Vegas - Elvis

As soon as you start playing the second song from our playlist “Viva Las Vegas,” you’ll probably picture a huge casino and a great gaming atmosphere. Performed by the legendary Elvis Presley, the 1964-released song brings the glamour of the city, and its beat will get you in the mood for some serious gameplay. This song was written for the movie of the same name starring Elvis Presley, in which he plays a race car driver waiting tables at a hotel to pay off a debt. There’s this famous scene when he performs this song at the talent competition alongside many showgirls.

1. The Gambler - Kenny Rogers

Performed by the legendary country singer Kenny Rogers, The Gambler song is our number 1 - it's full of some betting advice that are relevant today, even though it was released more than 40 years ago, in 1978. Here’s how it goes… “If you're gonna play the game, boy you gotta learn to play it right, you've got to know when to hold 'em, know when to fold 'em, know when to walk away, and know when to run.” These classic chorus lines were told from the first-person perspective inspired by a conversation the author had with an experienced poker player on a train. Written in the form of poker metaphors, Schlitz wrote the tune in honor of his late father.
Johnny Cash is also among other musicians who recorded The Gambler in 1978, on Gone Girl.

Purge quietly continues

Counterterrorism purge

Acting DNI and Trump loyalist Richard Grenell fired the top two officials (non-paywalled version) at the National Counterterrorism Center (NCTC) on Wednesday. Acting Director Russell Travers and his deputy Peter Wall were “resistant to pressure to cut personnel” at the center, which was set up after 9/11 to protect the country from further terror attacks.

One of the former officials said that Travers walked into a meeting on Wednesday expecting to brief Grenell on the center when he was told that he was out. He had no intention or desire to retire, they said.
In the meeting, Grenell told Travers he would like to know “how long it would take you to leave,” according to one of the former officials, who was briefed on the meeting. Travers replied that he would need “a few weeks” to complete the administrative work, the official recounted.
“They said, ‘Great, we’ll afford you the opportunity to retire,’ ” the former official said.

While some inside the intelligence community say the diminishing threat from Al Qaeda and ISIS should lead to a downsizing of the center, others argue that it should keep its current size and instead take up the fight against far-right extremist groups.
There are reports that the NCTC is understaffed already and further downsizing will only bring chaos:

The NCTC’s biggest problem right now, officials say, is that it is understaffed. Of its roughly 1,000 employees, about 700 are full-time government workers and 300 are contractors. About 30 percent of the government workers are supposed to be loaned by the CIA and other agencies. But a significant number of these interagency transfer positions are vacant, an NCTC veteran said, weakening the cross-government mission. With Grenell’s hiring freeze, and the reluctance of the CIA and other agencies to send transfers, the personnel shortage is becoming more severe.

Former intelligence chiefs sound alarm
The following former intelligence chiefs wrote an op-ed in the Washington Post (non-paywalled summary) warning that “[w]e cannot let the covid-19 pandemic be a cover for the deeply destructive path being pursued by the Trump administration.”

Travers and his deputy, a career National Security Agency officer, were the epitome of what we strive for in national security: nonpartisan experts who serve the president and the American people with no regard to personal politics. Now both are gone, to be replaced by as-yet-unnamed acting heads who will undoubtedly know less and who will be more beholden to the intelligence community’s politicized leadership.
...Congress must reinvigorate the strictest of oversight to preserve what is left of the country’s prized, apolitical intelligence community. Post-9/11 reforms happened for a critical reason: The U.S. bureaucracy wasn’t prepared for a new era of threats. Indeed, the NCTC is a model of how the government should work in close coordination and with unity of effort in response to a crisis. It provides critical lessons for today’s challenge. The administration’s continued politicization of intelligence pulls the nation further from this goal, making us more vulnerable to the next national security threat regardless from where it emanates.

OPM resignation

The Director of the Office of Personnel Management (OPM), Dale Cabaniss, resigned suddenly last week after reportedly experiencing “poor treatment” from the parachuted-in head of the Office of Presidential Personnel (OPP), John McEntee, and White House liaison Paul Dans. The OPM is in charge of processing and approving/denying security clearances and functions as the human resources management policy shop for the federal government’s civil service.
McEntee was a Fox News production Assistant who joined the Trump campaign to organize and execute Trump’s rallies. At only 27 years old, he joined Trump’s administration as his body man (personal aide who accompanies the president everywhere). However, in 2018 McEntee was forced to resign due to gambling debts that prevented him from gaining a security clearance. Trump’s re-election campaign immediately hired him. Then, in January 2020, McEntee returned to the White House to direct the OPP, where Trump tasked him with identifying and purging officials throughout the administration who were not thought to be loyal enough to the president.

McEntee's return to the White House has roiled the administration with some officials criticizing the former Trump campaign staffer for what they see as an effort to stock the administration with his friends, including at least three college seniors… James Bacon, 23 and a senior at George Washington University, was hired to be one of McEntee’s righthand men as he tries to fill the Trump administration with loyalists and fire anyone who they suspect of disloyalty.

DOJ drops Concord case

Early last week, the Justice Department filed a motion to dismiss the charges against Concord Management and Consulting LLC and Concord Catering, both companies run by “Putin’s chef” Yevgeny Prigozhin. The original indictment was filed by Mueller against the two Concord companies, 13 Russian individuals, and the Internet Research Agency for conspiring to defraud the U.S. by interfering in the 2016 election. While the Concord companies will no longer be prosecuted, the Justice Department will continue to pursue the charges against the other entities and individuals, including Prigozhin himself.
Prosecutors explained that going forward with the trial would risk national security because Concord has been gaming the system to Russia’s benefit:

DOJ attorneys involved in the case, [Marc Raimondi, a spokesman for the Justice Department's National Security Division] said, reached the decision by evaluating "the risk versus the reward. Who are you going to hold accountable? They have nobody except an outside attorney. So what are you getting in return for all of this information that we're providing that details how we conduct investigations into foreign interference?"

Others have raised questions about the decision to drop the case, especially in light of Attorney General Barr’s continued interference in Mueller’s cases.

"I don't buy it," tweeted Marc Polymeropoulos, a former CIA officer who worked on the assessment of Russian election interference that was partially released to the public. "DOJ does this all the time with CIA info. There's a process for this. Something smells..."
"This is highly irregular," said Barbara McQuade, a former federal prosecutor. "These decisions are made before indictment."

Trump cases

Trump-appointed judge Trevor McFadden again put the Ways and Means Committee lawsuit for Trump’s taxes on hold last week. McFadden issued the stay for the same reason as he did the first time: to wait until a final decision is reached in the case for Don McGahn’s testimony. The full D.C. Circuit Court of Appeals is set to hear the McGahn case at the end of April, but the coronavirus outbreak could postpone the proceedings indefinitely.

McGahn presents several threshold questions that bear heavily on the Executive’s motion to dismiss here... The subpoena-enforcement issue is unsettled for now. And piecemeal litigation would be an inefficient use of resources. These reasons alone favor a stay… Thus, the Court will await further proceedings in McGahn before it acts...

Reminder: McFadden donated to Trump’s campaign before he was nominated and confirmed to the Court of Appeals.

Also due to the coronavirus outbreak, the Supreme Court will be delaying oral arguments for the foreseeable future. This includes the three cases seeking Trump’s financial records: Manhattan DA Vance’s subpoena to Mazars, the House Oversight Committee’s subpoena to Mazars, and subpoenas issued by two House committees to Deutsche Bank and Capital One. The hearings were scheduled for this week. It is not clear when arguments will take place.

McConnell presses judges to retire

Senate Majority Leader Mitch McConnell is pressing (non-paywalled) sitting judges who are eligible to retire to quickly step aside so Trump can nominate and confirm their replacements before the November elections. There are about 90 Republican judges (ie appointed by Reagan, Bush Sr., and Bush Jr.) who have the choice to retire.
According to the New York Times, “Republicans are reminding the judges that it could be another eight years — 2029 — before they could leave under a Republican president.” This gives the impression that Republicans are increasingly worried about Trump’s prospects for re-election.

Judicial advocacy group Demand Justice’s Executive Director Brian Fallon: Mitch McConnell is directly pressuring sitting judges to retire to manufacture new vacancies for Trump to fill with younger nominees. This is conservative court packing.

Texas upholds voter fraud sentence

A three-judge panel of the Fort Worth appeals court upheld a lower court’s sentence of 5 years in prison for illegal voting. Crystal Mason cast a ballot while on supervised release because she did not know that she couldn't vote after she was released from jail; according to the law, felons must finish their sentences entirely, including probation. Mason cast a provisional ballot in the 2016 election that was not counted. When taken to trial in 2018, Mason’s probation officers testified to the court that they never told Mason that she couldn’t vote.

“Contrary to Mason’s assertion, the fact that she did not know she was legally ineligible to vote was irrelevant to her prosecution,” Justice Wade Birdwell wrote for a three-judge panel on Texas’ second court of appeals.

According to The Guardian: “The decision to prosecute Mason was unusual. Since 2014, at least 12,668 people have voted using a provisional ballot in Tarrant county and 88% of them have been rejected because the voter was not eligible. Mason is the only voter who used a provisional ballot who was prosecuted for illegal voting.”
Mason’s attorneys intend to ask the full court of appeals to rehear the case.

Duncan Hunter sentenced

Last Tuesday, former California Rep. Duncan Hunter (R) was sentenced to 11 months in jail and three years of probation after pleading guilty to misusing more than $200,000 in campaign funds for personal expenses.

Federal prosecutors charged that Hunter had fraudulently spent more than $200,000 on expenses that included a $14,000 Italian vacation and thousands of dollars on routine items like groceries, bedding and other household items.
Margaret pleaded guilty to one count of conspiring with her husband to use $25,000 in campaign funds for personal use, and is yet to be sentenced. Duncan Hunter appeared to blame his wife for the then-alleged crimes in a television interview at the time, saying she was the one handling his finances.

Border wall still being built

Despite the pandemic sweeping America, causing severe shortages everywhere, the Trump administration is continuing to spend resources on building a wall at the southern border. Last week, the Department of Homeland Security and the Customs and Border Patrol announced a plan to build over 91 miles of barriers along the Arizona-Mexico border, waiving a series of federal laws in order to speed up construction.

DHS published a notice on Monday in the Federal Register waiving 37 environmental and cultural laws to expedite construction of the 91.5 miles in Arizona, plus 86 miles along other parts of the U.S.-Mexico border.

Environmentalists warn that the 30-foot-high steel fencing will close all remaining wildlife corridors that the few jaguars still active in the United States use to wander their habitat: “The new border walls will mean the end of jaguar recovery in the United States,” said Randy Serraglio, a conservation advocate at the Center for Biological Diversity. “This tragedy’s all the more heartbreaking because walling off these beautiful wildlands is completely unnecessary and futile. It has nothing to do with border security and everything to do to with Trump’s racist campaign promise.”
Cost of border wall vs cost of ventilators
Out of curiosity, I calculated how many ventilators could be purchased with the money Trump is pouring into the border wall this year. Taking into account just the $7.2 billion in military funds Trump transferred to the wall project earlier this year, the administration could buy 144,000 ICU-grade ventilators for the nation.
Currently, the U.S. emergency medical stockpile has only 13,000 ventilators according to the coronavirus task force. Hospitals are reportedly avoiding ordering ventilators themselves because they can’t afford the $25,000-50,000 price tag per machine.

Border Patrol didn’t keep records of families

A report by the Government Accountability Office revealed that Customs and Border Patrol agents consistently failed to record when children were separated from family units at the southern border:

GAO found Border Patrol did not initially record 14 of the 40 children as a member of a family unit (linked to a parent’s record) per Border Patrol policy, and thus did not record their subsequent family separation.
GAO found an additional 10 children among the 40 whose family separations were not documented in Border Patrol’s data system as required by CBP policy during this period. Border Patrol officials were unsure of the extent of these problems, and stated that, among other things, data-entry errors may have arisen due to demands on agents as the number of family unit apprehensions increased

Bennie Thompson, chair of the House Homeland Security Committee:
“Not only was this administration’s family separation policy heartless — they bungled its implementation at every turn," Thompson said in a statement. "The Acting DHS Secretary claims no children have been lost — but is withholding documents on this matter from Congress. It’s time for the Administration to come clean and provide these so we can get a full accounting of this policy.” (Source)

Trouble at Trump Doonbeg

A local Irish planning board denied the Trump Organization’s request to build a sea wall to protect its Doonbeg golf resort from coastal erosion. The board said it was “not satisfied beyond reasonable scientific doubt that the proposed development would not adversely affect the integrity of the Carrowmore Dunes special area of conservation.”
The Trump Organization may close the resort if it is not allowed to build the sea wall, it says. Local residents and businesses are upset with the ruling because the Doonbeg course provides jobs for roughly 300 locals.
The struggling Irish resort has had one steady source of income, though: American taxpayers paid Trump’s company $15,144.94 for Secret Service lodging during Vice President Mike Pence’s September 2019 trip to the resort, according to CREW.

We can now say definitively that Pence’s detour not only cost taxpayers extra due to large transportation costs, but also that the bill subsidized one of Trump’s struggling businesses. Despite Trump spending $41 million to buy, renovate, and operate the property, Doonbeg has never turned a profit. That hasn’t stopped (and some suggest it has encouraged) Trump making a visit to the property.
...To accommodate Pence’s stay at Doonbeg, taxpayers also had to foot the bill for extensive travel. In September, CREW reported that government contracts for limousine transportation associated with the visit amounted to $599,454.36. The new documents show a $222,764.05 bill for the same limo service, but it is unclear whether that is in addition to the previously reported contracts, or a part of that cost.

Trump Jr.’s donor party

Don Jr.’s girlfriend, Fox News-alum Kimberly Guilfoyle, had a “lavish” birthday party at Mar-a-Lago last Sunday, attended by dozens of Trump family and friends. The party-goers reportedly picked up the tab, included at least four financial supporters of the president’s re-election campaign. The New York Times reported (non-paywalled) that the attendees paid a signifcant amount of the $50,000 total cost.

Brendan Fischer, an official at the Campaign Legal Center, a nonpartisan watchdog group, called the party “an illustration of the blurred lines between Trump’s presidency, his campaign, and his family’s personal and financial interests.”
...Donald Trump Jr. reportedly joked that Ms. Guilfoyle would be soliciting contributions for his father’s re-election from party attendees.
“You are in this room for a reason,” he said, according to The Washington Examiner. “You guys have been the warriors, the fighters, the people who have been there every time we have made a call, every time we made a request.”

Kentucky voting restrictions

While the nation has been distracted with the pandemic, Kentucky lawmakers approved new photo ID requirements that make it harder for Americans to vote. Previously, a voter only had to sign an affidavit swearing that they were unable to obtain acceptable identification for whatever reason. Now, lawmakers will only accept specific approved reasons for lacking an ID and require that only Kentucky IDs can be used to vote.

DMV offices, one of the most common places people would obtain a photo ID throughout the state are also closed as Kentucky deals with 47 cases of Covid-19 thus far. The Kentucky primary is scheduled to take place on 23 June (the state postponed it from 19 May amid the coronavirus outbreak) and the deadline to register is 20 April.

While Kentucky’s governor, Andy Beshear, is a Democrat and can veto the bill, the state’s legislature is controlled by Republicans and can vote to override the veto. It is likely they will override a veto because the Republicans want the new law in place for Mitch McConnell’s re-election this November.

DHS IG’s office

The Washington Post reports that the Inspector General’s office of DHS is essentially dormant under Trump:

The Department of Homeland Security’s internal watchdog division has been so weakened under the Trump administration that it is failing to provide basic oversight of the government’s third-largest federal agency, according to whistleblowers and lawmakers from both parties.
DHS’s Office of the Inspector General is on pace to publish fewer than 40 audits and reports this fiscal year, the smallest number since 2003 and one-quarter of the agency’s output in 2016, when it published 143, records show. The audits and reports cover everything from contracts and spending to allegations of waste and misconduct.

Meanwhile, DHS has an unprecedented amount of vacancies:

It has been nearly a year since the Department of Homeland Security has had a Senate-confirmed leader. Acting Homeland Security Secretary Chad Wolf, the fourth person to lead the agency in three years, has been on the job less than six months.
In addition, 65 percent of top jobs in the department are vacant or filled by acting appointees, more than in any other federal agency, according to the Partnership for Public Service, a nonprofit group that advocates for more effective government. Among the vacancies are the No. 2 official at the Federal Emergency Management Agency, the department's top lawyer and the head of the country's immigration system.

Far right threat

The Southern Poverty Law Center (SPLC) reports that there has been a 55% increase in the number of far-right extremist groups since 2017. Several of these groups identify themselves as “accelerationists," who believe "mass violence is necessary to bring about the collapse of our pluralistic society,” according to the report.

Much of the movement’s energy lies in the growing accelerationist wing, which, for the most part, is organized in informal online communities rather than formal groups.

Also last week, Yahoo News revealed an intelligence brief written by the Federal Protective Service warning that white supremacists on the encrypted messaging app Telegram have discussed plans to weaponize the coronavirus via “saliva,” a “spray bottle” or “laced items.”

According to the Federal Protective Service intelligence brief, the discussion of spreading the coronavirus occurred in a channel on the app Telegram that is devoted to the “siege culture” philosophies of neo-Nazi author James Mason and “accelerationism.” Mason wrote a series of newsletters titled “Siege” in the 1980s that advocated for acts of racial terrorism in order to hasten a war that would cause the breakdown of society.

Pompeo threatens ICC

Secretary of State Mike Pompeo responded to news that the International Criminal Court will investigate alleged war crimes committed by United States forces in Afghanistan by bashing the decision and threatening court staff and their family members:

"It has recently come to my attention that the chef de cabinet to the prosecutor, Sam Shoamanesh, and the head of jurisdiction, complementarity, and cooperation division, Phakiso Mochochoko, are helping drive ICC prosecutor Fatou Bensouda's effort to use this court to investigate Americans," the secretary of state said. "I'm examining this information now and considering what the United States' next steps ought to be with respect to these individuals and all those who are putting Americans at risk."
"We want to identify those responsible for this partisan investigation and their family members who may want to travel to the United States or engage in activity that's inconsistent with making sure we protect Americans," he continued.

Amnesty International condemned Pompeo’s statement:

“Perpetrators the world over now have a clear message from the United States: they too may demand impunity when their nationals are accused of the gravest of crimes… Secretary Pompeo’s open threat against family members of ICC staff is an ominous move. If there remained any doubt that the Trump Administration’s hostility towards the court is fundamentally punitive and callous in nature, these doubts have now been dispelled.”
